Gwendoline (Gwen) Brooker is a Partner at Frasers Law Company, based in Hanoi. She has more than 30 years of experience in the energy industry, spanning transactional and disputes work across upstream oil and gas, refining, chemicals, marketing, and, more recently, renewable energy including wind, solar, and battery projects.
A qualified English barrister (Lincoln’s Inn) with an LL.B (Hons) from SOAS, University of London, Gwen brings a unique mix of commercial, transactional, and disputes expertise. She joined Frasers after over two decades at TotalEnergies SE, where she served as Vice President and General Counsel Legal Asia Pacific for 10 years. In this role, she oversaw legal matters for energy projects in more than 10 Asia Pacific jurisdictions, including LNG, power, upstream operations, EPCC infrastructure, and multi-jurisdictional project financing.
Her in-house career has been marked by strong working relationships with national oil companies and a growing focus on renewables and the energy transition, particularly ESG matters relating to climate change and human rights. In the last decade, she has handled and resolved multi-billion-dollar disputes involving complex arbitrations in Australia, Italy, Libya, Mozambique, and the United States, alongside strategic project work such as a wind development in Taiwan.
Gwen’s legal career has taken her to the United Kingdom, Singapore, Indonesia, the United States, and France. She is widely recognised for building and mentoring high-performing legal teams and for her pragmatic, responsive, and commercially focused approach to resolving complex business issues.
A multilingual professional, Gwen speaks English as her mother tongue and is also fluent in French, Malay, and Cantonese.
