Overview:

  • The Regional Airports $2.28 billion PPP programme involves the grant of 30-year concessions in respect to five regional airports in the Philippines under the Philippines build-operate-transfer (BOT) law.
  • The regional airports project is the second under the government’s flagship PPP programme, which was launched in 2010 to accelerate the country’s infrastructure development. 
  • The Department of Transport (DOTr) and the Civil Aviation Authority of the Philippines (CAAP) initially decided to procure the concession agreements through a bundling structure whereby all five airports were to be procured through one single procurement process, but the authorities subsequently elected to procure the concession agreements individually.
