For the first time in its history, the Hashemite Kingdom of Jordan has signed a public-private partnership for school transport.
Today in Ma'an Governorate, the Ministry of Education and the project consortium executed the Operating Agreement for Phase One of the National School Transport Project. Our Firm acted as legal counsel to the consortium, advising on the structuring of the transaction and on the execution of the Operating Agreement signed today.
Phase One will deliver free school transport to approximately 9,000 students and 900 teaching and administrative staff across 61 government schools in the governorates of Karak, Tafilah, Ma'an and Aqaba — operated by a fleet of 156 new buses equipped with live tracking, on-board cameras and a parent-facing application, and creating around 300 direct jobs in the south of the Kingdom. Service begins with the 2026/2027 academic year.
The deal team was led by Basel AlHadidi (Partner), with the support of a team of our associates and trainees.
Today's signing reflects our Firm's continued involvement in the major transactions shaping the Kingdom's infrastructure and public services - from a long-standing history of landmark engagements alongside the Government of the Hashemite Kingdom of Jordan and its private-sector partners, to recent flagship projects including the Aqaba Port Railway Project and the Aqaba–Amman Water Desalination and Conveyance Project (National Conveyor).
