Garrigues Peru has hired Diego Harman, a projects and finance senior associate. 

Harman will join the firm in September. He joins from Clifford Chance's New York office.

While at Clifford Chance, Harman worked on several projects, including the financing of Line 2 of the Lima and Callao Metro. 

Project finance has been a complex practice area in Peru. The country has a need to develop its infrastructure and has made efforts to do so. Still, various political and economic factors, such as the Odebrecht scandal, have caused many projects to be stalled or cancelled. The country amended its public-private partnership (PPP) law in March 2017 and hopes to grant 31 projects during 2017 and 2018. Despite these efforts, it is unclear what the future of these projects will be.
