Mr. Popescu is widely regarded as a preeminent legal expert on international commercial relations, having over 18 years of experience in highly complex business advisory and regulatory projects across the SEE region as well as being lead counsel for large public procurement, PPP, concession and infrastructure projects across a wide spectrum of industries, from civil engineering projects, ICT system infrastructure to military equipment and logistics.

He has been ranked for the past 10 years as one of the leading practitioners in joint venture, investor strategy, M&A, private equity, project finance, energy, oil and gas, transport and insurance mandates. He also has extensive experience in TMT, Energy & Natural Resources, Infrastructure & Transport and Environmental Law matters. Mr. Popescu has represented over 600 European, US/Canadian, and Asian companies in complex contract negotiation and regulatory matters in the above areas of practice. His experience also includes leading advisory roles in international arbitration under all leading institutional rules, including several of the most significant ICC arbitrations in the region.

Medias, re. “Development on the territory of Romania of the National System of Natural Gas Transport in the direction of Bulgaria-Romania-Hungary-Austria, execution works Phase 1” valued at EUR 377.4 million.
  • Damen Schelde Naval Shipbuilding BV, one of the largest shipbuilding companies in the world, with over 140 years of experience, regarding the progress of a military procurement procedure, in all its stages, involving, among others, the negotiation of a framework contract for the development of military ships, subsequent contracts, off-set obligations, having a potential transaction value of over EUR 1 billion.

  • Harris Corporation, a global provider of information technology services, which produces wireless equipment, tactical radios, electronic systems, night vision equipment, in a range of public acquisition, offset and other operations, including assistance from a corporate and commercial perspective regarding the separation of its activity segments and preparation to transfer part of its business.
  • CAF, a major international provider of services for design, production, maintenance and supply of railway equipment and components, in connection with the participation in the public tender organized by Metrorex SA (the local company that operates the Bucharest subway) for the purchase of 51 subway trains for the operation of the Magistral no. 5 – Drumul Taberei, with a value of EUR 344,000,000.
