Francisco is a Phd in law, Global Head of Banking&Capital Markets sector in KPMG (not limited to legal services) and the lead independent director in the KPMG Spain Board. Francisco leads the Regulatory and Compliance practice in KPMG Abogados including FS regulatation, Public Law, Compliance and Litigation.

Francisco has extensive experience in financial regulation, particularly in banking, capital markets and insurance.

At KPMG, Francisco manages the core team focused on financial and regulatory advice for financial institutions. He has experience in financial advisory services relating to the integration of credit entities (mergers and Institutional Protection Systems), Due Diligence of financial entities, banking and insurance contractual advice, capital markets advice, and the implementation of regulations (e.g. MiFID II, PSD II, IDD, GDPR, Volcker Rule, FATCA). 

Francisco is a government lawyer (currently on leave of absence), and has previously held key positions in the Department of the Economy, the Spanish Tax Authority and the State Legal Service.

He has also been the Technical General Secretary (Secretario General Técnico) of the Infrastructure Ministry (1999-2000), Technical General Secretary of the Finance Ministry (2000-2002) and Deputy Minister (Subsecretario) of the Spanish Finance Ministry (2002-2004). 

He has also worked as Deputy General Secretary and Head of Legal and Tax of the AEB (Spanish Banking Association) and was a member the European Banking Federation Legal Committee (2004-2010), Chairman of the AEB Tax Committee and a member of the European Banking Federation Fiscal Committee (2005-2010).

He has been Director, amongst other organisations, of the National Industrial Participations Corporation (SEPI), of AENA (Spanish Airport and Aviation) and the GIF (the Rail Infrastructure Management Authority which has now been dissolved).

He has also formed part of the OECD Task Force regarding Corporate Governance (1999), the European Commission’s Fiscal Compliance Group (FISCO) and, the European Commission CESAME 2 Sub-Group on Fiscal Issues.

He has been recognized as a recommended lawyer in addition to Chambers Europe and Global (Band 1 Financial Services Regulation), in IFRL 1000, and in Best Lawyer in 6 categories.

  • Expert on issues related to financial regulation and corporate governance of financial institutions and he has led KPMG teams that have carried out implementation works of the most relevant regulation such as MIFID2, IDD, GDPR, PSD2 and most recently the Mortgage Credit Law (L5/2019) for the most important financial institutions in Spain. In 2021 his team and himself are working with the Spanish Financial institutions and Associations in the future reform of MIFID2 on inducements and everything related to ESG European regulation and its implementation in the Spanish Financial Sector. In 2021 he has published (as Director) a book on the Spanish Regulation of Markets and Regulation leading the participation of more than 30 experts including the current and former Chairman of the Spanish regulator (CNMV) (published by Wolters Kluver-La Ley) and also the chapter devoted to banking regulation in Spain during 2021 in the Annual Review of the Spanish Regulation published by Tirant Lo Blanch.
