Javier Cardoso was admitted to practice in 2009. Has extensive experience in fishing, maritime and port regulation, and corporate law.

He was named Vice-Minister of Fisheries and Aquaculture in 2017 and served in that position until 2018. Since 2012, has been Professor of Contract Law at Universidad Católica de Santiago de Guayaquil.
